Tactical Maneuvers
Tactical Maneuvers are special combat abilities that allow characters to perform strategic actions during combat. Unlike Attack Maneuvers, Tactical Maneuvers don't deal direct damage but instead provide various tactical advantages such as controlling the battlefield, applying conditions to enemies, or supporting allies.
Tactical Maneuvers are executed against a creature's Avoid Roll, and their success is determined by the character's Tactical Potency. These maneuvers can be used in combination with Attack Maneuvers during a character's turn.

Special Tactical Maneuver Rules
- Multiple Maneuvers: You can execute any number of Tactical Maneuvers during your turn, in addition to your Attack Maneuvers.
- Proficiency Requirements: Some Tactical Maneuvers require specific proficiencies to use effectively.
- State Interactions: Many Tactical Maneuvers interact with or apply specific states to targets.
- Weapon Restrictions: Some Tactical Maneuvers may have restrictions based on the weapons you're wielding.
